As progress on the REEF project continues to roll out, we are committed to keeping our stakeholders and right holders up-to-date on project construction on a monthly basis.
Construction progress: July 18, 2025

Uplands:
- Nearing completion with drilling and blasting
- Proactively being broken into smaller and more detailed segments
- Continue rock placement and foundation backfilling
- Continue concrete foundations work
- Includes main plant area and interconnecting pipe rack foundations and Jetty
- Continue installing underground Firewater and Electrical
- Mechanical Installation contract awarded and set to mobilize latter part of July
Rail, Road and Utilities Corridor (RRUC):
- Continue with rock crushing and placement, drilling and blasting
- Continue with culvert and manhole install
- Rail construction materials have started to arrive on site
- Rail construction continues
- Completed tie removal and replace program
- Outbound track construction in progress
Jetty Updates:
- Pier 1: Completed concrete infill and pile cap installation
- Pier 2: Completed rock socket drilling
- Pier 3: Completed rock socket drilling
- Pier 4: All four piles drilled successfully
- Pier 6: All four piles drilled successfully
- Pier 9: Welding occurring
- Pier 10: Permanent jacket installed
Loading Platform:
- LP-7/8: Permanent jackets installed
- LP-6: Falseworks piles and frame installed
- Work continues to progress on other piers ranging from Pier 1 to Pier 10 and Loading Platform Piers 7 & 8 where we have completed deck/railings have been completed
- Trestle Module Spans 1 and 2 will be delivered to site the first week of September
- Offloaded last marine vessel load of piles and jackets mid-July
Marine Offloading Facility (MOF):
- Substantially completed installation of RRUC to MOF access ramp
Asian Fabrication Status:
- REEF’s LPG Accumulators and Bullets for the project are 80% complete and are projected to start arriving onsite in September
Night Activities:
- Night activities include water management, fueling, rock breaking on the west RRUC and Uplands foundation backfill, and welding on the Jetty piers
- No active night drilling activities are occurring at night on site
Dust Control:
- We are committed to maintaining safe on-site conditions that adhere to best practices
- Use freshwater for on-site road dewatering, to manage dust exposure and minimize impacts to the community

Activity: Night Shift Activities for Onshore Civil Construction (gravel production, grading, back filling, and water mitigation).
We are making every effort to minimize noise and light impacts to the District of Port Edward residents by focusing night shift activities on the west side of Ridley Island when possible.
Potential Start Date: Ongoing.
Duration: Approximately 8 weeks.
Activity: Night Shift Activities for Welding on Marine Jetty
We do not anticipate noise and light impacts to the District of Port Edward residents based on the location of the night shift activities on the marine jetty on the west side of Ridley Island.
Potential Start Date: July 4, 2025.
Duration: Approximately 12 weeks.
Activity: Heavy Hauling
As construction of the uplands area has progressed, the REEF project is now advancing with heavy hauling of equipment and materials to the site.
Potential Start Date: mid-late July.
Duration: Throughout summer 2025 and is expected to continue into early 2026.
The equipment will be travelling from Alberta and coming into BC on highway 16 until it reaches its destination at the REEF project site on Ridely Island.
Heavy hauling will not take place in District of Port Edward and the City of Prince Rupert.
The company who will be completing the work for AltaGas is an experienced company who is familiar with the Terrace, Port Edward and Prince Rupert areas, and they have previously supported projects in the area including the AltaGas RIPET facility.
Summer hauling activity will include:
- July
- 1 heavy load per day.
- 2-6 heavy nighttime loads per week.
- August
- 2 heavy loads per day.
- 6-8 heavy nighttime loads per week.
Safety Precautions:
Any time the heavy hauling transport crew approaches an emergency vehicle during a haul, they will immediately pull over and allow the emergency vehicle to continue travel and will not impede them. Pilot vehicles will be used for hauling activities. Pilot vehicles, also known as escort vehicles, are used for heavy hauling, especially with oversized loads, as they enhance safety and facilitate the smooth movement of large loads. These vehicles help warn other drivers and navigate potentially challenging routes. Pilot vehicles are equipped with warning lights to alert other motorists to the presence of the oversized load, identify potential obstructions on the road, and help manage traffic flow.
